What is this tool used for?

A deburring tool is used to create a chamfer on the head of a threaded rod, bolt or screw to make it easier to screw them into place.

On what type of material is it efficient?

It can be used on stainless steel, hardened steel, mild steel, copper, brass, wood, fibre glass and hard plastic.
