Two possible deliveries:
First possibility: Panel delivered ready to weld on your VW Beetle from 08/1967 to 07/1979. The panel does not include the part above the crimp line.
Second possibility: the repair panel can be used for VW Beetles from 68 to 79 up to the crimp line only (see photo). The handle recess is correct, but the window frame section matches the Brazilian style of the Fusca Beetle.
This exterior panel is a cost-effective solution for repairing a damaged or rusted door, rather than the more expensive option of a complete door.
